NAIRR Pilot

The National Artificial Intelligence Research Resource (NAIRR) Pilot is a collaborative effort between federal agencies and private sector partners to provide US researchers and educators with access to computational, data, and training resources needed to advance AI research and research that employs AI. The NAIRR Pilot was launched in January 2024, following an executive order by President Biden in October 2023.
The NAIRR Pilot aims to spur innovation, increase diversity of talent, improve capacity, and advance trustworthy AI in various domains, such as healthcare, environment, infrastructure, and education. The Pilot offers a diverse ensemble of AI-related infrastructure resources, such as advanced computing capabilities, AI-ready datasets, pre-trained models, software systems, and platforms.
As part of its outreach and dissemination strategy, the NAIRR Pilot seeks to produce a series of educational videos that showcase the benefits and impacts of its resources and services for the AI research and education community. The videos will target a broad audience of researchers, educators, students, policymakers, and the general public, and will highlight the thematic focus areas of the Pilot, such as Safe, Secure, and Trustworthy AI, Climate Resilience, Gender Equality, and Improved Nutritional Outcomes.
The NAIRR Pilot invites proposals from qualified video production companies to provide the following services:
- Concept development and script writing for a series of 10 videos, each lasting 3-5 minutes.
- Production of high-quality videos, including filming, editing, animation, narration, music, and subtitles.
- Distribution and promotion of the videos on various online platforms, such as YouTube, Twitter, Facebook, and the NAIRR Pilot website.
The total budget for this project is $150,000, inclusive of all costs and fees. The expected duration of the project is 6 months, from April 1, 2024 to September 30, 2024.
Eligibility Criteria
To be eligible for this call, the applicants must meet the following criteria:
- Have at least 5 years of experience in producing educational videos for scientific or technical topics, preferably related to AI or data science.
- Have a portfolio of previous work that demonstrates creativity, quality, and relevance to the NAIRR Pilot objectives and themes.
- Have access to the necessary equipment, software, and personnel to deliver the project within the budget and timeline.
- Have a proven track record of working with federal agencies or other large-scale clients, and adhering to their standards and guidelines.
Proposal Requirements
The applicants must submit the following documents as part of their proposal:
- A cover letter that summarizes the applicant’s qualifications, experience, and interest in the project.
- A technical proposal that outlines the proposed approach, methodology, and work plan for the project, including the following elements:
- A brief description of the concept and objectives of each video, and how they align with the NAIRR Pilot themes and goals.
- A tentative script or storyboard for one of the videos, as a sample of the applicant’s creative vision and style.
- A detailed breakdown of the production process, timeline, and deliverables for each video.
- A list of the key personnel involved in the project, their roles and responsibilities, and their resumes or bios.
- A risk assessment and mitigation plan that identifies and addresses any potential challenges or issues that may arise during the project.
- A financial proposal that provides a detailed budget for the project, including the following elements:
- A summary of the total cost and fee structure, and the payment schedule.
- A breakdown of the cost by major categories, such as personnel, equipment, travel, etc.
- A justification of the cost and value for money, and how it fits within the available budget.
The proposal documents must be submitted in PDF format, and must not exceed 20 pages in total. The applicants must also provide links to their portfolio of previous work, and any other relevant supporting materials.
Submission Process and Evaluation Criteria
The proposals must be submitted by email to nairrpilot@nsf.gov by March 15, 2024, 11:59 PM EST. The subject line of the email must include the name of the applicant and the title of the call.
The proposals will be evaluated by a selection committee composed of representatives from the NAIRR Pilot and its partners, based on the following criteria:
- Technical quality and feasibility of the proposal (40%)
- Creativity and relevance of the concept and script (30%)
- Experience and qualifications of the applicant and the team (20%)
- Cost and value for money of the proposal (10%)
The selection committee may request additional information or clarification from the applicants, or invite them for an interview, as part of the evaluation process. The final decision will be announced by April 1, 2024.
